How should I weight tests/quizzes, participation, homework, and classwork for my 3rd grade class?
First year teacher here 
Are the third graders given any type achievement or proficiency test ? In Ohio our kids have to take state achievement test and we live and die by that stupid test therefore we have to test often. ( weekly) So the most weight is there. I do not put a lot of weight on class participation because the shy kids is punished and the aggressive kid is always heard. I use a system where each child is called on in a random manner. I give credit for kids that try to answer right or wrong. Homework is also tricky. I gave credit if they get it done and signed by a parent. If the homework is not done it is noted on the weekly progress reports that are sent home. I don't think I have help you to much. You have to see how it goes for a week or two and go from there. If you put to much weight on any of these parts a child with a slow start can not over come that. You have to look at individuals and not just the group. If a child gets all "F"'s the first 3 weeks then manage all "c"'s and a few "B" the next 3 weeks is this a "d" student? I sure hope not. He is getting strong and should be recognized for his efforts. In High School sure, I'd give him all D's but not in grade 3. How about you?
